Can someone explain how lito's point of view about leaving Cuba differs from Papi's (The Refugee)

Lito does not want to leave Cuba and he wants Papi to stay to take care of Isabel and His wife with a son on the way but Papi thinks that they should leave Cuba for freedom and to live a new happy life with food.
