then

[tex] \frac{6}{10} [/tex]x=18
[tex] \frac{3}{5} [/tex]x=18
3x=18*5
x=6*5
x=30

and 89% of it:
[tex] \frac{89}{100} [/tex]*30=[tex] \frac{89}{10} [/tex]*3=26.7 which is the answer
